Co-op Activist Warren Schreiber Named President of Queens Civic Congress
Warren Schreiber, a co-op and condo activist, has been named president of the Queens Civic Congress.

In the latest sign that co-ops and condos are becoming a political force in New York City, Warren Schreiber, a prominent Queens co-op board president and activist, has been named president of the Queens Civic Congress (QCC).
“To be asked to lead this group, I’m humbled,” Schreiber tells Habitat, noting that the 25-year-old QCC is the umbrella group for 65 different civic organizations sprinkled across the borough. “As president," he adds, "I absolutely plan to try to raise awareness of the problems co-ops and condos are facing.”
Schreiber is board president at 200-unit Bay Terrace, Section 1 co-op in Queens, and co-president of the influential Presidents Co-op & Condo Council (PCCC), which represents more than 100,000 units of housing across the city. He is also a named plaintiff in a newly filed lawsuit that seeks to block the city from implementing Local Law 97, the section of the Climate Mobilization Act that will fine buildings, including co-ops and condos, that fail to reduce their carbon emissions below specified caps, beginning in 2024.
Before his elevation to the presidency of the QCC, Schreiber had been serving as the group’s vice president and as a member of its co-op and condo committee. Other committees engage in issues ranging from transportation and public safety to parks, noise, legislation, land use and the homeless.
