I find this so difficult to swallow. I worked for BP Oil back in the Mid 90's for 5 years. (during those 17 years claimed to be illegal operations) We were tough on the carriers coming in to pick up fuel. We inspected those very same trucks and we witnessed the State checking those trucks out when they were in the terminal. Those trucks came and went through the day and if they made a delivery and detoured to their HQ's we would have seen a time delay. We didnt. Of all the companies Mystic was one of the better oil companies by far. The only one better then them was Matlack Trucking. Mystic was and I believe still is firm with their drivers unlike other companies. They also believed in PR calls and allowed us to do PR calls on them. They had no problems showing us their sites and allowing us to explore their operations. This is not the charactoristic of a company that is hiding something. If there is any one to be going after it is the russian trucking companies. They would come in to pick up fuel with one name one day and another name the next and another name the day after that. They were routinely busted for scams and kept on coming in for fuel. Untill this is proven I will have a hard time believing this is true. Mystic has a good work ethic and is dedicated to supplying a good service. This is NOT the characteristic of a company that is interested in doing something illegal.

Every location has a tank with a set volume. It is very easy to measure if a delivery was short changed. If a customer suspects a delivery is short all they have to do is to stick the tank, get a measurement and confirm or disbute the amount delivered. Finding out that one did not get the right amount of fuel is very easy to check. It would not take 17 years to figure out one got short changed.

One last point. You also have to take a look at what customer is making the complaint. We had calls coming in complaining about various problems whether delivery or product quality. Each complaint was taken seriously and each complaint was found to be unwarranted. Some outright Lies. Such as BP Oil or Mystic pumping water into a tank. It was found out that customer had a seal leak and the rain the night before got in their tank.
